Oklahoma WIC is administered by the Oklahoma State Department of Health (OSDH) and serves tens of thousands of Oklahoma families each month. The program provides nutrition education, supplemental foods, breastfeeding support, and community referrals for pregnant, breastfeeding, and postpartum women, infants, and children up to age five who meet income and nutritional risk requirements.
Oklahoma WIC has an online enrollment request tool that lets you start the application process, upload documents, and choose your clinic before ever making a phone call. Completion of the online tool does not guarantee benefits, but it allows the WIC program to contact you and, in many cases, complete the eligibility process over the phone rather than in person.
WIC Programs Across Oklahoma
Oklahoma delivers WIC through multiple programs — not a single statewide agency. These include county health departments managed by OSDH, the independent city-county health departments in Oklahoma City and Tulsa, and several tribal WIC programs operated by Native American nations. OSDH-operated programs are open to any eligible Oklahoma resident regardless of tribal enrollment. Any person who meets WIC eligibility criteria can apply at any OSDH-operated WIC clinic.
Tribal WIC Programs in Oklahoma
Oklahoma has one of the largest concentrations of federally recognized tribes in the United States. Multiple Oklahoma tribes operate their own WIC programs recognized by USDA's Food and Nutrition Service, including:
- Cherokee Nation
- Chickasaw Nation
- Choctaw Nation of Oklahoma
- Citizen Potawatomi Nation
- Inter-Tribal Council of Oklahoma
- Muscogee (Creek) Nation
- Osage Nation
- Otoe-Missouria Tribe

These tribal programs operate under their own enrollment policies — contact the specific tribal WIC program directly for eligibility details. If your household receives FDPIR (Food Distribution Program on Indian Reservations), ask your local WIC clinic whether FDPIR enrollment qualifies as automatic income eligibility for WIC in your area.
SoonerCare — Oklahoma's Medicaid Name
Oklahoma uses the name SoonerCare for its Medicaid program. If you or a household member receives SoonerCare, you are automatically income-eligible for WIC. The same applies to SNAP and TANF enrollment. Some Oklahoma County Health Department locations specifically list SoonerCare by name as a qualifying program — knowing that term matters when gathering documents for your appointment.
Extensive Food Package Flexibility
Oklahoma WIC has been phasing in USDA food package updates since January 2025, with additional changes completing rollout in early 2026. Several substitutions are now available upon participant request — contact your local clinic to opt in:
- Alternate nut and seed butters (almond butter, sunflower seed butter, and others) can substitute for peanut butter or beans for dietary needs, personal preference, or cultural eating practices
- Plant-based milk — specific brands of soy milk, pea-protein milk, and pea-protein/oatmilk blends can substitute for cow's milk when they meet the same nutritional standards
- Fresh herbs are now purchasable with the fruit and vegetable cash value benefit — no clinic contact needed
- Yogurt can substitute for up to 2 quarts of milk per month
Similac Formula Contract
Oklahoma WIC's current contract infant formula is Similac brand (Abbott Nutrition). Contract formulas include Similac Advance, Similac Gentle Comfort, Similac Sensitive, and Similac Soy Isomil. Most infants on standard milk-based or soy-based formula will receive a Similac product. Medical formulas for a qualifying diagnosis can be requested via the Exception Request for Formula/Food form completed by a healthcare provider — exceptions are not guaranteed and are considered individually based on funding.

Pregnant Women Count as Two
If you are pregnant, Oklahoma WIC counts you as two household members — yourself and the unborn child. If you are expecting multiples, each additional baby counts separately. This can shift a household into the next income tier and is particularly meaningful for smaller families near the threshold.
Automatic Income Eligibility
If your household participates in any of the following programs, you are automatically income-eligible for WIC and do not need to provide separate income documentation:
- Medicaid / SoonerCare — Oklahoma's Medicaid program is called SoonerCare. Both names are used interchangeably by Oklahoma WIC clinics. Bring your SoonerCare card or current enrollment letter.
- SNAP (Supplemental Nutrition Assistance Program / food stamps)
- TANF (Temporary Assistance for Needy Families)
- FDPIR (Food Distribution Program on Indian Reservations) — If you receive FDPIR benefits, ask your local WIC clinic whether your enrollment documentation qualifies for automatic income eligibility, as policies may vary by program location.
Bring your current benefit card or enrollment documentation to your WIC appointment. That documentation replaces income verification entirely.
Income Documentation if Not Auto-Eligible
If your household does not participate in SoonerCare, SNAP, TANF, or FDPIR, bring proof of income for all household members for the prior 30 days — pay stubs, employer letters with gross earnings, Social Security or SSI award letters, unemployment benefit statements, or child support records. Oklahoma WIC uses gross income before taxes for all eligibility calculations.
Oklahoma WIC does not ask about immigration or citizenship status. Receiving WIC will not affect immigration status and is not subject to the federal public charge rule.
Oklahoma WIC Approved Foods
Oklahoma WIC food benefits are loaded monthly onto an eWIC card accepted at over 400 WIC-authorized grocery stores statewide. Your specific food package is assigned at your certification appointment based on your participant category and nutritional assessment. Monthly Food Package Amounts
Package amounts vary by participant category. Key amounts as of the 2026 rollout:
- Children ages 1–2: 1 dozen eggs, 36 oz cereal, 1 container peanut butter or beans, 6 oz canned fish, 24 oz whole grains, $29 cash value benefit, 16 quarts whole milk
- Children ages 2–4: 1 dozen eggs, 36 oz cereal, 1 container peanut butter or beans, 6 oz canned fish, 24 oz whole grains, $29 cash value benefit, 16 quarts 1% or skim milk
- Pregnant women: 1 dozen eggs, 36 oz cereal, 2 containers peanut butter or beans, 10 oz canned fish, 48 oz whole grains, $50 cash value benefit, 22 quarts 1% or skim milk
- Fully breastfeeding women: 2 dozen eggs, 36 oz cereal, 2 containers peanut butter or beans, 20 oz canned fish, 48 oz whole grains, $55 cash value benefit, 24 quarts 1% or skim milk
- Mostly breastfeeding women: 1 dozen eggs, 36 oz cereal, 2 containers peanut butter or beans, 15 oz canned fish, 48 oz whole grains, $55 cash value benefit, 22 quarts 1% or skim milk

Dairy — Milk, Cheese, and Yogurt
Whole milk is provided for children ages 1–2. Women and children ages 2 and older receive 1% or skim milk. Flavored cow's milk (such as chocolate milk) is not WIC-approved.
Oklahoma WIC offers an extensive range of milk substitutions upon clinic request:
- Cheese: 1 lb substitutes for 3 quarts of milk (maximum 1 lb per package). Approved varieties include pasteurized processed American slices, cheddar, Colby, Colby Jack, Monterey Jack, mozzarella, Muenster, and Swiss — block or shredded only, in 8, 16, or 32 oz packages. Least Cost Brand.
- Yogurt: 1 quart substitutes for 1 quart of milk, up to 2 quarts maximum. Children ages 1–2 may get any fat level; women and children ages 2 and older must choose low-fat or nonfat. Available in 32 oz tubs or individual cups. Brands include Yoplait, Activia, Dannon Light + Fit, and Oikos Triple Zero.
- Tofu: 1 lb substitutes for 1 quart of milk. Approved brands: Azumaya, Franklin Farms, House Foods America, and Nasoya — 16 oz packages, in firm, extra firm, medium firm, soft, or silken varieties.
- Soy milk, lactose-free milk, plant-based milk: 1 quart substitutes for 1 quart of milk. Plant-based milk must meet cow's milk nutritional standards (protein, calcium, vitamins D, A, B12, and others). Approved plant-based options include specific brands of soy milk, pea-protein milk, and pea-protein/oatmilk blends. Almond milk and rice milk do not meet the protein requirement and are not approved.
- Dry milk, buttermilk, evaporated milk also available upon clinic request. Buttermilk is limited to participants ages 2 and older.
Eggs
Standard whole eggs. As of early 2026, you can substitute one of the following for each dozen eggs — contact your clinic to opt in:
- 1 jar peanut butter
- 4 cans of beans, or 1 lb dried beans
- 1 lb tofu
- 1 jar alternate nut or seed butter
Whole Grains
Oklahoma WIC provides 24–48 oz of whole grains per month depending on participant category. Approved types include whole wheat bread (including pita, English muffins, bagels, and naan), whole grain breads, brown rice, wild rice, whole wheat pasta, oats, soft corn tortillas, whole wheat tortillas, cornmeal (including blue cornmeal), whole grain barley, bulgur, and buckwheat. Use the WIC Shopper App barcode scanner or the Oklahoma WIC Approved Food List to check specific products.
Breakfast Cereal
Iron-fortified hot and cold cereals in 9.8–36 oz packages. Approved brands include General Mills, Kellogg's, Post, Quaker, and store brands such as Best Choice, Great Value, Food Club, and Malt-O-Meal. Use the WIC Shopper App to scan the barcode and confirm approval before purchasing.
Fruits and Vegetables — Cash Value Benefit
Oklahoma WIC provides a monthly cash value benefit (CVB) for fresh, frozen, and canned fruits and vegetables without added sugars or sodium. Current CVB amounts: $29 per month for children; $50 for pregnant and postpartum women; $55 for breastfeeding women.
Fresh herbs are purchasable with the CVB — whether cut at the root or with the root intact — without contacting your clinic first.
Juice is now optional. The default benefit for most women and child packages is the CVB rather than juice. Participants who prefer juice can substitute $3 of their CVB for 64 oz of 100% fruit or vegetable juice (pasteurized, unsweetened, 64 oz plastic bottle) — contact your clinic to opt in.
Peanut Butter, Beans, and Alternate Nut/Seed Butters
Standard peanut butter in 16–18 oz containers — any brand, creamy or crunchy, regular or reduced fat, salted or unsalted. Dried or canned beans and peas are available in place of peanut butter.
Upon clinic request, participants can substitute alternate nut and seed butters (almond butter, sunflower seed butter, and others) for peanut butter or beans — available for dietary needs, personal preference, or cultural eating practices.
Canned Fish
As of early 2026, canned fish is included in all women and child food packages. It was previously limited to fully breastfeeding women; it is now available across all participant categories. Approved species and sizes:
- Light tuna: 2.5–12 oz can or pouch, oil or water pack
- Salmon (pink or white): 2.5–15 oz can or pouch
- Sardines: 3–23 oz can
- Chub or Atlantic mackerel: 4–15 oz can
Any brand; cans, jars, or pouches are all accepted.
Infant Foods and Formula
Oklahoma WIC's current contract infant formula is Similac brand (Abbott Nutrition). Contract formulas include Similac Advance, Similac Gentle Comfort, Similac Sensitive, and Similac Soy Isomil — covering standard milk-based, gentle/partially hydrolyzed, sensitive, and soy-based needs. Medical formulas for a qualifying diagnosis require a completed Exception Request for Formula/Food form from a healthcare provider; exceptions are considered individually and are not guaranteed.
Beginning at 6 months, infants receive iron-fortified infant cereal. Caregivers can choose jarred infant fruits and vegetables, a CVB for fresh/frozen/canned produce, or a combination — contact your clinic to select the option that fits your baby's developmental stage. Fully breastfed infants also receive infant meat (40 oz) beginning at 6 months, which is not provided for formula-fed infants whose formula is already iron-fortified.
