About the Vermont WIC Program

Vermont WIC is administered by the Vermont Department of Health and delivered through local district health offices serving every county in the state. The program provides free nutritious foods, nutrition education, breastfeeding and chestfeeding support, and referrals to healthcare and community services for pregnant Vermonters, parents and caregivers with children under 5. Vermont WIC uses inclusive language throughout — welcoming all family structures including fathers, grandparents, foster parents, and legal guardians. WIC does not ask about immigration or citizenship status and is not considered in public charge determinations.
Three Ways to Apply
Vermont WIC offers three ways to start your application. The Vermont Department of Health states: "Applying is easy and secure – you can even start your application online."
- Online: Start your application at healthvermont.gov/family/wic/apply-wic. After answering a few questions, local WIC staff will contact you to complete the process.
- Text: Text APPLY to 1-844-TEXT-WIC (1-844-839-8942) from your mobile phone.
- Local office: Reach out directly to your local district health office, or call the Vermont WIC Program at 800-464-4343.
Appointments by Phone, Video, or In-Person
Vermont WIC offers flexible appointment formats. Local offices offer phone and video appointments in addition to in-person visits. Interpretation services are available for all appointment formats at no cost.
Farm to Family Program — Seasonal Produce Coupons
Vermont WIC participants are eligible for the Farm to Family Program, which provides $30 in paper coupons (or $48 for participants age 60 and over) each season to purchase fresh, locally grown vegetables, fruits, and herbs at participating Vermont farmers' markets and farm stands. Coupons expire on October 31 each year. Farm to Family is administered by the Vermont Department for Children and Families. Vermont's Unique Program Names — 3SquaresVT, Reach Up, and Dr. Dynasaur
Vermont uses distinctive names for its state assistance programs. 3SquaresVT is Vermont's name for SNAP (food stamps). Reach Up is Vermont's TANF cash assistance program, which also provides case management and post-secondary education support for parents. Dr. Dynasaur is Vermont's children's Medicaid/CHIP program, covering children and pregnant women. Families enrolled in any of these programs are automatically income-eligible for WIC.
Community Referrals
Vermont WIC connects families with a range of community resources. In addition to the WIC food benefit and nutrition education, Vermont WIC offices provide referrals to healthcare (Medicaid and Dr. Dynasaur), food assistance (3SquaresVT, Hunger Free Vermont, Vermont Food Bank), parenting support (Help Me Grow), Children's Integrated Services, and Vermont 211 for additional social service navigation. Ask your WIC counselor about other resources available in your area.

Vermont WIC uses federal income guidelines to determine eligibility. Households at or below 185 percent of the federal poverty level may qualify. Pregnant women count as two people when calculating household size — this can make a significant difference in eligibility.

Automatic Income Eligibility — Vermont Program Names
If your household is currently enrolled in any of the following programs, you automatically meet WIC income requirements and do not need to provide separate proof of income. Bring documentation of your enrollment to your WIC appointment.
- Vermont Medicaid (including VHAP and other Medicaid coverage categories)
- Dr. Dynasaur — Vermont's Medicaid/CHIP program for children and pregnant women
- 3SquaresVT — Vermont's name for SNAP (the Supplemental Nutrition Assistance Program)
- Reach Up — Vermont's TANF (Temporary Assistance for Needy Families) cash assistance program
Other Automatically Eligible Participants
Foster children and children receiving adoption assistance are automatically income-eligible for WIC regardless of the foster family's income. Pregnant and postpartum teenagers may also qualify — WIC staff can explain the specific eligibility rules that apply.
Immigration and Citizenship
Vermont WIC does not ask about immigration or citizenship status. WIC is open to all eligible residents of Vermont. Receiving WIC is not considered in public charge immigration determinations under current federal guidance.
What to Bring if You Are Not Automatically Eligible
If you are not enrolled in a qualifying program, bring proof of income for the last 30 days — such as recent pay stubs or an employer letter. WIC staff will verify your household's income at your appointment and determine your eligibility. Final eligibility is determined by the Vermont Department of Health.
Vermont WIC Approved Foods
Vermont WIC food benefits are loaded monthly onto an eWIC card, redeemable at WIC-authorized grocery stores statewide. Your Family Food Benefits list from your appointment shows exactly which items, amounts, and sizes you can buy each month. Using Your eWIC Card and the WICShopper App
The WICShopper app lets you scan product barcodes to confirm WIC approval, view your remaining benefits, track expiration dates, and find WIC-authorized stores near you. To get started: download the app from the App Store or Google Play, open it and select Vermont, then register your WIC card using the 16-digit number on the front. You can also check your balance at the store PIN pad at the customer service desk, on your last store receipt (printed automatically at the bottom), or through the ebtEDGE Cardholder Portal online or in the app. Benefits expire at the end of each month and do not carry over. There is a limit of 50 WIC items per transaction — if your order exceeds that, split it into multiple transactions. For help, contact your local WIC office or visit HealthVermont.gov/WIC.
Cheese
Cheese is approved in 8 ounce and 16 ounce packages in block and shredded forms, and as American slices in the same sizes. Both regular and low-fat varieties are approved. Approved varieties include Cheddar, Colby, Colby Jack, Monterey Jack, Mozzarella, and Muenster (blocks), and Yellow American and White American (slices).
Approved brands: Best Yet, Cabot, Cappiello, Cracker Barrel, Crystal Farms, Dragone, Galbani, Food Club, Great Value, Hannaford, Heluva Good!, IGA, Kraft, Land O Lakes, Lucerne, Maggio, Pics by Price Chopper, Polly-O, Sargento, and Sorrento.
Do not buy: imported or deli cheese, individually wrapped slices, organic cheese, flavored cheese, string cheese, or specialty and special reserve varieties.
Eggs
Any brand and any shell color are approved. You must buy a whole dozen. All standard carton sizes are approved: medium, large, extra large, and jumbo. Cage-free, organic, vegetarian-fed, and enhanced specialty eggs (including Omega-3) are all WIC-approved.
Shopping tip: your Peanut Butter/Beans/Peas benefit can substitute for eggs. One dozen eggs can be swapped for one 16–18 ounce jar of peanut butter, four 15–16 ounce cans of beans, or one 16 ounce package of dry beans, lentils, or peas. Contact your local WIC office to make the change.
Tofu
Tofu is approved in 8 ounce, 14 ounce, and 16 ounce packages. Organic tofu is allowed. Combine packages to add up to the total pounds on your Family Food Benefits list (for example, two 8 ounce packages equal one pound; four 16 ounce packages equal four pounds). You can also request more tofu in place of milk — call your local WIC office to learn more.

Milk
Milk benefits are assigned by age:
- Children 12 to 24 months: whole milk
- Women and children 2 to 5 years: low-fat (1%) or nonfat (skim) milk
Cow's milk is approved as fluid in gallon, half-gallon, and quart sizes; shelf-stable in quart; and nonfat dry milk powder in 25.6 ounce packages (makes 2 gallons). Lactose-free milk is approved. Organic cow's milk is approved in these brands: Full Circle, Horizon, Nature's Promise, O Organics, Organic Valley, and Stonyfield Organics. Do not buy: 2% (reduced-fat) milk, flavored milk, glass bottles, or enhanced or specialty varieties.
Goat's milk is approved in Meyenberg brand only: whole fluid in half-gallon and quart (for children 12 to 24 months); low-fat (1%) fluid in quart (for women and children 2 to 5 years); and powdered in 12 ounce packages (makes 3 quarts) in whole or nonfat.
Plant-Based Milks
Vermont WIC approves plant-based milks as a standard food benefit — no special documentation is required. Both refrigerated and shelf-stable options are available. Do not buy pouches or plant-based milks with artificial sweeteners. Approved options:

Yogurt
Yogurt benefits are assigned by age:
- Children 12 to 24 months: whole milk or low-fat yogurt
- Women and children 2 to 5 years: nonfat or low-fat yogurt
Approved formats: 32 ounce tubs and 8-packs or 16-packs of 2 ounce tubes. Organic yogurt is allowed. Natural and plant-based sweeteners are allowed. Do not buy yogurt in pouches or with artificial sweeteners. You can trade milk for more yogurt — call your local WIC office to find out more.

Hot cereal is approved in various sizes. Approved brands include Best Yet Original Flavor Oatmeal (11.8 oz); Cream of Rice Gluten Free (12 oz, 14 oz); Cream of Wheat 1 Minute (28 oz) and 2½ Minute (12 oz, 28 oz); Food Club Original Instant Oatmeal (11.8 oz), Instant Original (12 oz), and Whole Grain (12 oz, 18 oz); Great Value Original Instant Oatmeal (11.8 oz); Hannaford Regular Instant Oatmeal (11.8 oz); IGA Original Instant Oatmeal (11.8 oz); Maypo Maple Oatmeal (14 oz) and Vermont Style Oatmeal (19 oz); Quaker Original Instant Oatmeal (11.8 oz, 23.7 oz); and Signature Select Instant Oatmeal (11.8 oz). You can combine packages to reach the total ounce amount on your benefit.

Peanut Butter
Peanut butter is approved in 16 to 18 ounce jars (smooth/creamy or chunky/crunchy, plastic or glass). Do not buy: reduced fat, low sodium, organic, specialty peanut butters, peanut butter spreads, or flavored/mix-in varieties. Brand-specific exclusions: Simply Jif, Natural Jif, and Reduced Fat Jif; Natural Peter Pan and Reduced Fat Peter Pan; Skippy Natural and Reduced Fat Skippy. Any store brand is approved.

Nut and Seed Butters
Nut and seed butters are available as an alternative if you or anyone in your immediate household has a nut allergy — contact your local WIC office to make a food package change. Approved in 16 to 18 ounce jars, smooth or chunky, in sunflower, cashew, and almond varieties. Approved brands: Barney Butter, Crazy Richard's, Justin's, Natural MaraNatha, Octonuts, Once Again, SunButter, and Woodstock. Do not buy organic varieties; do not buy Open Nature Creamy cashew; do not buy flavored or mix-in varieties.
Beans and Legumes
Canned beans: 15 to 16 ounce cans, any brand, any type of beans, lentils, or peas; regular or low-sodium; organic allowed. Do not buy: added sugars, fats, or oils; added vegetables, fruits, or meats; added flavors, herbs, or spices; refried beans.
Dried beans, lentils, and peas: 16 ounce packages, any brand, any type; organic allowed. Do not buy: added sugars, fats, or oils; added flavors, herbs, or spices; soup mixes.
Canned Fish
Canned fish is approved for all WIC participants. Approved species: Chunk Light Tuna (any brand), Salmon (any brand), and Sardines (any brand). Can sizes range from 2.5 to 20 ounces; cans and pouches are both approved; packed in water or oil. Sardines may include bones and skin. Do not buy albacore tuna or chunk white tuna.
Whole Grains
The whole grain benefit is flexible — you can mix and match bread, pasta, tortillas, brown rice, wild rice, oatmeal (non-packet), quinoa, and cornmeal to add up to the total ounces on your benefit.

Oatmeal as a whole grain (8–32 oz, bags/boxes/tubs, any brand): instant, quick, rolled, steel-cut, and old-fashioned oats. Do not buy individual single-serving packets (those use the cereal benefit) or bulk oats. Wild rice, quinoa (Classic or Tri-Color), and cornmeal are also approved in 8–32 ounce packages, organic allowed. Do not buy items with added sugars, fats, oils, salt, or flavorings.
Juice
Vermont WIC approves juice in three formats:
Shelf-stable 100% juice, 64 ounce bottles — both fruit juice and vegetable or tomato juice are approved. Approved brands: Florida's Natural, Food Club, O Organics, Simply Orange, and Tropicana; store brands: Best Yet, Food Club, Great Value, Hannaford, IGA, Pics by Price Chopper, and Signature Select. Do not buy juice blends or Light varieties in the refrigerated OJ category.
Fruits and Vegetables
All participants receive a monthly Cash Value Benefit (CVB) for fruits and vegetables. Check your Family Food Benefits list or WIC balance for the amount available to your household. Fresh-cut herbs are approved under this benefit.
Fresh: any size, any variety — whole, cut, bagged, or packaged; organic allowed; fresh-cut herbs allowed. Do not buy: items with added sugars, fats, or oils; dried fruits or vegetables; edible blossoms; fruit baskets; salad bar items; or salad kits/party trays with added items such as dip, dressing, or nuts.
Frozen: any size, any package type (bag, box, etc.), organic allowed. Do not buy: items with added sugars, fats, or oils; non-fruit or non-vegetable ingredients (pasta, rice, cheese, etc.); or vegetables with sauce.
Canned: any size, any container type (can, cup, jar, or pouch), organic allowed; any plain fruit or fruit mixture packed in water or juice; any plain vegetable or vegetable mixture. Do not buy: items with added sugars, fats, or oils; creamed vegetables; fruit cocktails in syrup; guacamole; pickled vegetables; salsa; pizza, spaghetti, or tomato sauce; stewed tomatoes; or tomato paste.
Infant Foods
Infant fruits and vegetables (for infants 6 months and older): any variety fruit or vegetable, any variety mixed fruits and vegetables, organic allowed. Approved in single 4 ounce jars, 2 ounce 2-packs, and 4 ounce 2-packs depending on brand. Approved brands: Beech-Nut (Stage 1 and 2), Beech-Nut Naturals (Stage 1 and 2, variety packs), Beech-Nut Organic (Stage 1 and 2), Earth's Best Organic (Stage 2 only, single 4 oz), Gerber (Stage 1 and 2, 2 oz and 4 oz 2-packs, variety packs), Gerber Organic (Stage 1 and 2), Happy Baby (Stage 1 and 2), Nature's Heart Organic (Stage 1; Stage 2 fruits only), Nature's Promise (Stage 2, single 4 oz), O Organics (single 4 oz), Parent's Choice (Stage 1 and 2, single 4 oz and 2-packs), and Tippy Toes (Stage 2, 4 oz 2-pack and single 4 oz). Do not buy: items with added sugars, salt, starches, or rice; dinners; pouches; or desserts. There is a limit of 50 WIC items per transaction. Families with infants over 6 months may be able to trade jarred baby food for fresh, frozen, or canned produce — contact your local WIC office for details.
Infant meats (for fully breastfeeding infants only): 2.5 ounce jars, Stage 1 or 2, any variety; no added sugar or salt; no dinners. Approved brands: Beech-Nut, Earth's Best Organics, and Gerber. Available as single jars and 30 ounce variety packs (12 jars).
Infant cereal: 8 ounce and 16 ounce packages; single grain and multigrain; organic allowed. Approved brands: Earth's Best Organic (Whole Grain Multigrain, Whole Grain Oatmeal) and Gerber (Multigrain, Oatmeal, Organic Oatmeal, Organic Oatmeal Millet Quinoa, Organic Rice, Rice, Whole Wheat). Do not buy: items with added fruit, formula, or vegetables.
Infant formula: you must buy the exact brand, type, and container size listed on your Family Food Benefits list. If your baby needs a different formula, contact your local WIC office. WIC provides enough formula to meet most babies' needs, though you may need to purchase additional formula as your baby gets older.
