Indiana WIC is administered by the Indiana Department of Health (IDOH) and delivered through a statewide network of 174 WIC clinics across all 92 Indiana counties. Many clinic sites are operated by community organizations, hospital systems, and social service agencies, which means the people staffing your local WIC clinic are often the same organizations providing other family support services in your area.

According to IDOH, the program supports over 500 jobs and generates nearly $140 million in food sales at 600 WIC-authorized grocery stores and pharmacies across Indiana.

The INWIC Mobile App

Indiana built its own state-branded mobile app — search "IN WIC" or "Indiana WIC" on the App Store or Google Play. The INWIC app lets participants scan product UPC codes in the grocery store aisle to instantly check whether an item is WIC-approved, view current and future benefit balances by food category, receive alerts when benefits are about to expire, get appointment reminders, and locate the nearest WIC-approved store or clinic.

Indiana Access Pass

Indiana WIC participants are eligible for the Indiana Access Pass, a program that provides discounted admission — just $2 per family member per visit — to 12 Indiana cultural attractions. It is available to families actively enrolled in WIC or other qualifying state assistance programs. A list of participating attractions and eligibility details is available through the Indiana Family and Social Services Administration (FSSA) or your local WIC clinic.

Breastfeeding Support

Indiana WIC has invested significantly in breastfeeding support. In 2025, six Indiana local WIC agencies received national Premiere-level WIC Breastfeeding Award of Excellence recognition: Arc of Greater Boone County, Indiana Health Centers, Johnson County, Memorial Health System, Neighborhood Health Clinics, and Western Indiana Community Action Agency. Several agencies are repeat recipients — Johnson County has received the award in both 2021 and 2025, and Tippecanoe County received it in 2020 and 2024. Board Certified Lactation Consultants (IBCLCs) are available at many Indiana WIC clinics, and some locations offer peer counselors with Spanish and Burmese speaking support.

How to Apply

Indiana does not have a statewide online WIC application. To apply, contact the WIC clinic in your county directly, or call the Indiana WIC information line at 1-800-522-0874. You can also email inwic@health.in.gov or visit in.gov/health/wic to find clinic locations. Many clinics offer flexible appointment scheduling to accommodate working families.

Pregnant Women Count as Two

If you are pregnant, Indiana WIC counts you as two people when determining household size. That bumps your family into the next income tier, which can make a meaningful difference in whether you qualify — particularly for smaller households right at the income threshold.

Automatic Income Eligibility

If your household currently participates in any of the following programs, you are automatically income-eligible for Indiana WIC and do not need to provide separate income documentation:

  • Medicaid — including Hoosier Healthwise and the Healthy Indiana Plan (HIP)
  • SNAP (Supplemental Nutrition Assistance Program / food stamps)
  • TANF (Temporary Assistance for Needy Families / cash assistance)

If you receive any of these benefits, bring your enrollment card or a current benefit letter to your WIC appointment. Indiana WIC staff will verify your participation and record it in place of an income calculation.

Foster Children

Foster children placed by the Indiana Department of Child Services (DCS) are eligible for Indiana WIC services regardless of the foster family's income. Bring the child's placement documentation to the certification appointment.

Income Documentation

If you are not automatically eligible through Medicaid, SNAP, or TANF, bring proof of income for all household members. Acceptable documents include recent pay stubs (within 30 days), employer letters stating wages, unemployment benefit documentation, or other official income records. WIC staff will use your gross monthly income to determine eligibility against the income chart for your household size.


Indiana WIC Approved Foods

Indiana WIC benefits are loaded monthly onto an eWIC card accepted at 600 WIC-authorized grocery stores and pharmacies statewide. The specific foods and quantities you receive depend on your participant category — pregnant, breastfeeding, postpartum, infant, or child — and are prescribed at your certification appointment. The Indiana WIC Approved Foods Card (AFC), effective October 1, 2024 and last updated May 2025, is published at indiana.wicresources.org/wic-approved-foods.

Milk and Dairy Alternatives

Fluid milk must be the least expensive brand available in the store in the fat level shown on your benefits balance: whole (Vitamin D), reduced-fat (2%), low-fat (½% or 1%), or fat-free (skim). Container size is listed on your benefits balance. Not approved: organic milk, flavored milk, imitation milk, buttermilk, Milnot, or Vitamite.

Specialty milk is approved if listed on your benefits balance: evaporated milk in 12 oz. cans (any brand), lactose-free milk in quart, half-gallon, or 0.75-gallon containers, UHT (ultra-high temperature) shelf-stable milk, and dry/powdered milk in all sizes.

Soy beverage is approved as a milk substitute in half-gallon containers, plain or original flavor only. Approved brands: 8th Continent, Great Value, and Silk. Flavored soy milk and glass bottles are not approved. Almond, oat, coconut, and other non-soy alternatives are not on the Indiana approved list.

Cheese

Cheese must be U.S.-made, prepackaged, in 8 oz. or 16 oz. sizes. Indiana WIC approves a wider range of formats than many other states: block, sliced, shredded, cubed, crumbled, string (up to 16 oz.), and queso oaxaca are all eligible. Whole fat, low-fat, and fat-free versions are all allowed. Approved varieties: American (pasteurized processed), Cheddar, Colby, Colby-Jack, Monterey Jack, Mozzarella, Muenster, Provolone, Queso, and Swiss. Not approved: organic cheese, deli-counter cheese, cheese food, cheese product, substitute or spread, imitation cheese, individually wrapped slices, or spiced/flavored/imported varieties.

Yogurt

Yogurt must be in a 32 oz. (1 quart) tub, or in multipack formats that total 32 oz.: a 4 oz. 4-pack, a 4 oz. 8-pack, a 2 oz. 8-pack of tubes, or a 2 oz. 16-pack of tubes. Fat level is set by your food prescription. Any flavor is allowed. Greek yogurt is approved in Indiana WIC — this is not available in all states. Approved national and store brands include Activia, Best Choice, Brown Cow, Chobani, Coburn Farms, Dannon, Essential Everyday, Fage, Food Club, Great Value, Kroger, LaLa, Lucerne, Mehadrin, Meijer, Mountain High, Oikos, Open Nature, Our Family, Schnuck's, Spartan, Two Good, Yoplait, and Ziyad. Not approved: organic yogurt, premium yogurt, "light" yogurt varieties, yogurt with mix-ins (granola, candy, fruit on the bottom), individually sold cups, and products with more than 40 grams of sugar per serving.

Eggs

Indiana WIC approves one dozen eggs per benefit period. Approved sizes are large and extra-large; white and brown shells are both eligible. Cage-free and range-free eggs are allowed — this distinguishes Indiana from states like New Jersey and Virginia, which restrict to conventional eggs. Purchase the least expensive brand meeting these requirements. Not approved: jumbo eggs, organic eggs, premium specialty eggs (reduced cholesterol, Omega-3-enriched, or vegetarian-fed).

Whole Grains

Indiana WIC approves six whole grain categories. Organic varieties are not approved in any category.

  • Bread and buns: 100% whole wheat or whole grain, loaves in 16 oz. only, buns in 12–16 oz. packages. Approved brands include Aunt Millie's (100% Whole Wheat; Healthy Goodness Whole Grain White), Bimbo, Bunny, Butternut, Family Choice, Kroger, Lewis Bake Shop (Healthy Life varieties), Meijer, Nature's Own (100% Whole Grain Sugar Free; 100% Whole Wheat with Honey), Our Family, Pepperidge Farm (Light Style 100% Whole Wheat; Very Thin 100% Whole Wheat; Whole Grain Rye; 100% Whole Wheat Hamburger Buns), Roman Meal (Sungrain 100% Whole Wheat), Sara Lee, Schnuck's, Signature Select, Village Hearth, and Wonder. Bagels, bakery items, and rolls are not approved.
  • Whole wheat pasta: 16 oz. only, any shape (spaghetti, penne, rotini, elbows, linguine, and others). Approved brands include America's Choice, Barilla, Essential Everyday, Gia Russa, Great Value, Heartland, Hodgson Mill, Kroger, Meijer, Our Family, Racconto, Ronzoni, Schnuck's, Signature Select, and Spartan.
  • Tortillas: 16 oz. only, whole wheat or corn (yellow or white). Approved brands include Best Choice (whole wheat and corn), Celia's (whole wheat, yellow corn, white corn), Chi-Chi's, Don Pancho, Essential Everyday, Food Club, Frescados, Great Value, Hy-Top (yellow corn), Kroger (whole wheat; gluten-free yellow corn), La Banderita, Meijer, Mi Casa, Mission, Ortega, Our Family (yellow corn, white corn, whole wheat), Schnucks, Signature Select, and Tio Santi. Flour, flavored, and hard-shell tortillas are not approved.
  • Brown rice: 14–16 oz., any brand, instant, quick, or regular. Not approved: organic.
  • Oats: 16–18 oz., any brand, quick, rolled, old-fashioned, or gluten-free. Not approved: organic, steel-cut oats, or oats with added sugar, fat, oil, or salt.
  • Bulgur and whole grain barley: 16–18 oz. packages, plain, instant, quick, or regular. Not approved: organic or varieties with added fats, oils, sodium, or seasonings. These grains are explicitly listed on the Indiana AFC — not all state programs include them.

Breakfast Cereals

Cereal packages must be 9–36 oz. (exception: 11.8 oz. and 23.7 oz. Instant Oatmeal containers are also approved). You can mix and match hot and cold cereals up to your monthly total. Pregnant women and women considering pregnancy should look for cereals with 100% DV of folic acid on the label.

Approved national brands: B&G Foods (Cream of Rice and Cream of Wheat — Original, Instant, 2½ Minute, 10 Minute, and Whole Grain varieties), General Mills (Cheerios and flavored Cheerios varieties, Chex varieties, Fiber One Honey Clusters, Kix, Total Whole Grain, Wheaties), Grain Berry (Apple Cinnamon Toasted Oats, Cinnamon Frosted Shredded Wheat, MultiBran Flakes, Original Toasted Oats), Kellogg's (Complete Bran Flakes, Corn Flakes, Crispix, Frosted Mini-Wheats in multiple flavors, Raisin Bran varieties, Special K varieties), Malt-O-Meal (Chocolate Puffed Wheat, Crispy Rice, CocoWheats, Farina, Strawberry Cream), Post (Great Grains varieties — Banana Nut Crunch, Crunchy Pecan, Honey Almonds, Cinnamon, Honey Roasted, Maple and Pecans, Vanilla, Frosted Drizzlerz), and Quaker (Instant Grits Original only, Instant Oatmeal Original only, Life Original, Life Vanilla, Oat Bran, Oatmeal Squares Brown Sugar, Oatmeal Squares Cinnamon, Oatmeal Squares Honey Nut).

Approved store brand varieties: Corn Flakes, Crispy Rice, Instant Oatmeal, Frosted Shredded Wheat, Toasted Oats, Rice Squares, Corn Squares, Corn Hexagons, and Rice Hexagons from Best Choice, Essential Everyday, Food Club, Great Value, Hy-Top, IGA, Kiggins, Kroger, Meijer, Our Family, Schnuck's, Shoppers Value, ShurFine, Signature Select, and Valu Time.

Juice

All juice must be 100% juice (fruit or vegetable) with at least 72 mg or 120% of the daily value for Vitamin C. Organic and premium juice are not approved. Indiana applies different sizes by participant category:

Women receive either 46–48 oz. shelf-stable juice or 11.5–12 oz. frozen or shelf-stable concentrate (must make 48 oz. or more when mixed). Any flavor or blend is allowed. Approved brands include Apple & Eve, Best Choice, Bluebird, Campbell's, Diane's Garden, Dole, Essential Everyday, Food Club, Great Value, Indian Summer, Juicy Juice, Kroger, Langers, Meijer, Minute Maid, Musselman's, Nature's Nectar, Northland, Old Orchard, Our Family, Ruby Kist, Schnuck's, Seneca, ShurFine, Signature Select, Spartan, Tipton Grove, Tree Top, Tropicana, V8, Valu Time, and Welch's.

Children receive 64 oz. shelf-stable or refrigerated juice, any flavor or blend. The children's list includes all of the brands above plus Centrella, Dutch Farms, Everfresh, Giant Eagle, Gold Emblem, Harvest Classic, Libby's, Martin's, Mott's, Nature's Own, Ocean Spray, Orchard Pure, Sam's Choice, Smart Sense, and Wildwood.

Fruits and Vegetables

Every Indiana WIC participant receives a monthly Cash Value Benefit (CVB) loaded onto the eWIC card for fresh, frozen, or canned fruits and vegetables. The CVB amount for your category is shown on your WIC shopping list. Starting September 2025, infants six months and older also receive a fruit and vegetable CVB. Use the INWIC app to confirm eligible items at the register.

Fresh produce: Whole or cut fruits and vegetables, plain bagged salad mixes, and organic options are all eligible. Starting September 2025, fresh herbs are now CVB-eligible — a recent addition to the Indiana food package. Not approved: pickled vegetables, olives, nuts, salad bar items, edible blossoms, ornamental pumpkins, or party trays with dip.

Frozen produce: Fruit without added sweeteners and plain (non-potato) vegetables are approved. Starting September 2025, plain frozen potatoes are now CVB-eligible. Not approved: frozen produce with added sweeteners, oils, fats, herbs, spices, cream sauces, or breading.

Canned produce: Fruits packed in 100% juice or water, and regular, low-sodium, or no-salt-added vegetables. Organic canned produce is eligible. Not approved: fruits or vegetables with added sugar, syrups, seasonings, fats, oils, or cream/cheese/butter sauces; pickled vegetables; tomato sauces, soups, or salsas; and mixtures with meat or legumes.

Dried fruit is no longer a CVB-eligible item as of September 2025 — this change aligns Indiana with the updated federal WIC food package rules that took effect nationally.

Legumes and Peanut Butter

Dried beans, peas, and lentils: 16 oz. (1 lb.) bag, any brand, any variety. Organic, boxed, and varieties with seasoning packets are not approved.

Canned beans, peas, and lentils: 15–64 oz. cans, any brand, any type of mature legume. Indiana approves larger can sizes than many other states — a 29 oz. or 64 oz. can of beans is eligible alongside the standard 15 oz. can. Not approved: organic, baked beans, wax beans, soups, or legumes with added sugars, fats, oils, seasonings, or meat.

Peanut butter: 16–18 oz. jar, any brand, natural, creamy, crunchy, or extra crunchy. Not approved: organic, peanut spreads, freshly ground or whipped peanut butter, flavored peanut butter, or peanut butter with added palm oil, vitamins, minerals, Omega-3, DHA, or EPA.

Tofu

Tofu is available to eligible Indiana WIC participants — check your benefits balance to confirm it is included for your category. Approved package size is 14–17 oz. Any texture is approved (firm, extra firm, medium, soft), and organic tofu is allowed — Indiana is more permissive on tofu than most states. Approved brands include Azumaya, Franklin Farms, House Foods, Nasoya, Simple Truth, WestSoy, and Woodstock. Not approved: tofu with added fats, sugars, sweeteners, oils, sodium, or seasoning; fried tofu.

Canned Fish

Canned fish is included in the food packages of eligible participants — fully breastfeeding women receive the largest fish allocation as part of Indiana WIC's most generous monthly food package. Indiana approves four varieties, any size can or pouch:

  • Chunk light tuna — any size can or pouch, packed in water or oil. Pouches with added seasoning are allowed. Albacore, yellow fin, white, and solid-pack tuna are not approved.
  • Pink salmon — any size can or pouch, packed in water or oil.
  • Sardines — any size can in water, oil, or brine. Flavors with tomato sauce, mustard, or lemon are approved. Bones and skin are acceptable.
  • Mackerel — any size can in water, oil, or brine. Jack mackerel and King mackerel are not approved.

Not approved for any fish variety: organic, fresh, frozen, or premium-brand products.

Infant Foods and Formula

Infant formula: Type, brand, and container size are specified on your benefits balance — no substitutions are permitted for the contract formula. The Indiana WIC Formulary (available at in.gov/health/wic) lists approved formulas and the Medical Documentation Form required if a non-standard formula is needed. Contact your local WIC clinic for assistance with formula documentation.

Infant cereal: 8 oz. or 16 oz. containers, any grain or multigrain variety, organic allowed. Approved brands: Baby Basics, Beech-Nut, Danalac, Earth's Best Organic, Gerber, Meijer, Parent's Choice, and Tippy Toes. Not approved: canned cereal, variety packs, or varieties with added formula, fruit, quinoa, or DHA.

Infant fruits and vegetables: 4 oz. jars, 4 oz. tub 2-packs, or 2 oz. tub 2-packs. Single-ingredient and combination purees (e.g., apple-banana, sweet potato-apple) are both eligible; organic is allowed. Approved brands include Beech-Nut, Earth's Best Organic, Gerber, Happy Baby Organics, Meijer, Parent's Choice, Pic Select Fresh, and Tippy Toes. Not approved: pouches, mixtures with cereal or pasta, desserts, dinners, or products with added sugar, starch, salt, or DHA.

Infant meats: 2.5 oz. containers. Available types: turkey, beef, chicken, and ham — meat only, broth or gravy is acceptable; organic is allowed. Approved brands: Beech-Nut, Earth's Best Organic, Gerber, Meijer, and Tippy Toes. Not approved: pouches, casseroles, dinners, or products with added sugar, starch, salt, or DHA.

Breastfeeding Food Package

Indiana WIC's most generous monthly food package goes to mothers who are fully breastfeeding. Beyond the standard foods, fully breastfeeding women receive canned light tuna, pink salmon, sardines, and mackerel — a larger protein and omega-3 allocation than postpartum women who are not breastfeeding receive. This reflects Indiana WIC's nutritional support for mothers who are feeding their babies exclusively through breastfeeding.

Using the INWIC App to Shop

The free INWIC app (search "IN WIC" or "Indiana WIC" on the App Store or Google Play) lets you scan product UPC barcodes in the store aisle to instantly confirm whether an item is WIC-approved. It also displays your benefit balance by food category and sends alerts before benefits expire or appointments approach. If you are ever unsure about a brand, size, or format at the store, the app gives a definitive answer before you reach the register. The INWIC app reflects the current Indiana Approved Product List (APL), which is updated by IDOH.

Farmers' Market Nutrition Program

Indiana WIC participates in the federal WIC Farmers' Market Nutrition Program (FMNP). Eligible participants receive separate coupons — in addition to regular monthly eWIC benefits — to purchase fresh, locally grown, unprocessed fruits, vegetables, and edible herbs at WIC-approved farmers' markets and farm stands across Indiana. These coupons cannot be used at grocery stores. Contact your local WIC clinic for details on distribution timing and locations in your area.
