Utah WIC is administered by the Utah Department of Health and Human Services (DHHS), Division of Family Health and serves tens of thousands of women, infants, and children across the state. Family Employment Program — Utah's Name for TANF

Utah uses the name Family Employment Program (FEP) for its TANF cash assistance program. Utah WIC lists FEP alongside Medicaid and SNAP as programs that make a household automatically income-eligible for WIC. If you receive FEP benefits, bring your current award letter from the Department of Workforce Services to your appointment — it replaces income documentation entirely.

Modernized eWIC Card

Utah WIC participants receive an eWIC card that works like a debit card at authorized grocery stores. Food benefits are stored in your WIC account online — not loaded directly onto the card itself — which means a lost or stolen card does not put your benefits at risk. Flexible Appointment and Education Options

Utah WIC offers in-person and phone appointments. Some clinics also offer walk-in appointments. Nutrition education — required between certification appointments — can be completed in person individually or in a group, online at wichealth.org, or by phone with a nutritionist. Electronic verification of income is accepted — you can show pay statements on your smartphone to clinic staff.

Tribal WIC Programs in Utah

Utah is home to eight federally recognized tribal nations: the Confederated Tribes of the Goshute Reservation, the Navajo Nation, the Northwestern Band of the Shoshone Nation, the Paiute Indian Tribe of Utah, the San Juan Southern Paiute Tribe, the Skull Valley Band of Goshute Indians, the Ute Indian Tribe of the Uintah and Ouray Reservation, and the Ute Mountain Ute Tribe (White Mesa community). Some tribal nations operate their own Indian Tribal Organization (ITO) WIC programs that serve tribal members within their jurisdictions. The Navajo Nation operates an ITO WIC program covering portions of Utah, Arizona, and New Mexico. Tribal members in Utah should contact their tribal health or social services office to determine which WIC program — tribal or state — serves their community. Eligible tribal households that do not participate in WIC may also apply for food assistance through the Food Distribution Program on Indian Reservations (FDPIR), administered by the USDA.

Pregnant Women Count as Two

If you are pregnant, Utah WIC allows you to count your unborn child as a household member — which increases household size and raises the income threshold that applies to your family. If expecting multiples, count each baby separately. Student loans are not considered income for Utah WIC purposes.

Automatic Income Eligibility — Utah's Program Names

If your household participates in any of the following programs, you are automatically income-eligible for WIC and do not need to provide separate pay stubs or income documentation:

  • Medicaid — bring your current Medicaid card, which also serves as proof of income
  • SNAP (Supplemental Nutrition Assistance Program / food stamps) — bring a letter from the Department of Workforce Services showing your benefit amount
  • Family Employment Program (FEP) — Utah's name for TANF cash assistance. Bring your current FEP award letter from the Department of Workforce Services.
  • FDPIR (Food Distribution Program on Indian Reservations) — federal food assistance for eligible tribal households. FDPIR participation grants automatic WIC income eligibility.

For households that do not qualify through adjunctive eligibility, income must fall at or below 185% of the Federal Poverty Level. Income Documentation if Not Auto-Eligible

If your household does not participate in Medicaid, SNAP, FEP, or FDPIR, bring pay statements from the last 30 days showing gross income for each adult in the home — four pay statements if paid weekly, two if paid every other week or twice monthly, one if paid monthly. If your income is seasonal, fluctuates, or you are self-employed, WIC staff can advise on acceptable documentation. Electronic verification is allowed — showing pay statements on a smartphone is acceptable.

Utah WIC does not ask about immigration or citizenship status. You do not need to be a legal U.S. resident to participate in WIC. Information shared with WIC clinic staff is kept confidential.


Utah WIC Approved Foods

Utah WIC food benefits are loaded onto an eWIC card and accepted at authorized grocery stores across Utah. Your monthly food package is based on your participant category (pregnant, breastfeeding, postpartum, infant, or child) and is determined at your certification appointment. Appointments are required approximately every three months to receive nutrition education and add the next set of food benefits to your account. Food Categories

  • Dairy: Milk, cheese, and yogurt. Soy-based beverages are available as a milk substitute for eligible participants.
  • Eggs: Any color from domestic hens, whole or liquid pasteurized.
  • Whole grains: Iron-fortified cereals, 100% whole wheat bread, brown rice, whole wheat pasta, tortillas, and other whole grain options. Utah WIC highlights name-brand breakfast cereals and whole wheat pasta on its website.
  • Fruits and vegetables: A monthly cash value benefit — the amount is shown on your benefit card — for fresh, frozen, and canned produce without added sugars.
  • Legumes: Dried and canned beans and peas. Mature legumes only.
  • Peanut butter: Creamy or chunky, any brand, regular or reduced fat.
  • Tofu: Calcium-set tofu available as a protein alternative for eligible participants.
  • Canned fish: Available in breastfeeding women's food packages and for children ages 2 to 5.
  • Juice: 100% vitamin C-rich fruit or vegetable juice, unsweetened only.
  • Infant foods: Iron-fortified infant cereal, jarred baby food (fruits, vegetables, and meats), and WIC-approved infant formula. Special medical formulas require a completed Formula and Food Authorization Form (FAFAF) from a healthcare provider, submitted by the participant or faxed directly to the WIC clinic.

How the eWIC Card Works

Benefits are stored in your WIC account online — not loaded directly onto the card itself. This means if your card is lost or stolen, your benefits remain in your account and are not lost with the card. Unused benefits expire at midnight on the last day of each month and do not roll over. The card holds up to three months of benefits at a time. Only the head of household (parent or guardian) can change the PIN — call 1-855-784-5584 or visit ebtEDGE.com. Identification is not required when using the card at the grocery store; your PIN is your identification at checkout.
